Thanks, Ken and Jos.   
I was lucky to have found a chassis in good shape. Cosmetically, the only thing I had to do was polish it. 
As I restored the electronics, I used Norm's guide and the checklist from Rider's. Thanks to Norm for putting together the guide and helping me with a question when I was stumped. The radio works well now. Unfortunately, there aren't as many shortwave stations as there used to be.

Hi, Jim Jacobs - I am assuming you stripped your Allwave 23 to the bare chassis and had it and all the tube shields and coil covers either polished (if made of aluminum) or re-chrome-plated (if brass or steel and chrome-plated originally)? Is that what you did?  How does your radio perform now as compared to before you restored it (assuming you had powered it up then)?  Your work looks superb.  I have a badly-rusted Scott Philharmonic Gold Pointer-Dial set which I am going to have to tear down to the bare frame and have re-chromed - it's too far gone to do less than that with. Fortunately, I've restored two McMurdo-Silver radios, a Masterpiece V and a VI - both of which I had to have everything re-chromed, so I had to completely rewire both sets with all new wiring, resistors and caps.

Great looking AW23. I could not help noticing the variac and meter (ammeter ?) in the background. Very nicely done!
