Should be a one stage audio preamp, but not likely an E H  Scott preamp.  By 1939, Scott normally  shipped a Garrard phono with a high quality "tone adjusted" crystal cartridge, although Scott could provide an upgraded Garrard with a magnetic pickup.

The GE variable reluctance pick up is a high quality but low output cartridge. I think of the the mono version as a 1950's pickup, before stereo entered the market place late 1950s. Tracking would be lighter than the late 1930's phono era.

Jeffery, what is the little single tube module to the right of the tuner chassis? All beautiful radios, by the way! I have an AM-FM Philharmonic in a Georgian cabinet with a Garrard RC-60 changer. I fitted a GE VR magnetic cartridge in it and a single tube preamp. It has the Jensen high fidelity speaker system.
