The dial drums and drum supports are made of pot metal.  Over time the pot metal expands clamping down on the drum shaft.  You can try to free it by removing the drum with support, applying penetrating oil, and carefully trying to force the drum to rotate.  Both the drum and support are fragile, however, so care is required.  If you are able to get the drum to rotate, it may be very tight requiring application of polish and lots of rotation work to get the polish into the bearing where it can remove some metal.
