Greg - If you are a registered ebay member, you should be able to look up an AW-23  speaker that sold recently. Has several pictures>

 My Allwave 23 is in the same cabinet. The tweeters (missing from mine) do mount to the front of the cabinet. They go just above and to each side of the main speaker. They could be mounted in the sides, but panels would have to be made for them.

That is a very nice looking cabinet.

Scott made 2 versions, a Waverly regular (yours) for $45 and a larger Waverly Grande ($63) which was much taller to make room for a record player above the main chassis. I have the Grande version. Also, it is my understanding there was not room for the tweeters to face the front so they were mounted facing out the side panels.
