The Scott 16 set was introduced in June of 1937 per the Jim Clarke book. I believe it was a one year model,

The next year the Phantom 19 and the Super XII were introduced.

The EH Scott Radio Laboratories used these unusual caps on the tube shields of a few Sixteen and Eighteen receivers and possibly some early Phantom receivers.  I am in need of one of these caps.  If anyone has a spare, please let me know.
